Pavement Preservation
The principal components of an effective Pavement Preservation (P2) Program are applying the right treatment to the right road at the right time. Although stated simply, these elements require an agency to develop a systematic approach to determine what is the right treatment for a given road at a given point in time. This enables a program to be cost effective and to provide the expected benefits of longer service life and customer satisfaction.

Establishing Program Guidelines
A Pavement Preservation Program is used to provide overall goals and strategies and it includes everything from identifying the Program Coordinator to documenting environmental or safety issues. It is important to remember that guidelines must also be established on how to measure progress.

Determining Maintenance Needs
The contracting agency needs to have a complete inventory of all the roads and streets under their jurisdiction. This inventory should contain such information as types of pavement surfaces, layer thicknesses, materials information, traffic, and existing conditions.
